Yes, popovers still pop when made with Passover cake meal. The pulverized matzo absorbs a lot more liquid more quickly than flour, so the batter was very stiff and they didn’t rise nearly so much as the regular ones. I’m going to try again at some point with a bit more liquid. They were still fluffy and quite tasty; I actually like the slight toasted tinge the matzo flour gives it.
